Work Programmes

In 2002 the European social partners chose a path of more autonomy from the European Commission. Instead of merely responding to consultations, they wanted to outline their joint policy priorities in a work programme in order to guide their bipartite work.

Multi-annual Work Programme 2009–2010 (+ 2011)

BUSINESSEUROPE, UEAPME, CEEP and ETUC reinforce their commitment to jointly address Europe’s major social, economic and environmental challenges. This calls for an active role by the social partners at all levels alongside that of the public authorities. This Work Programme spells out the autonomous initiatives which the European Social Partners will undertake during 2009–2010.1

Multi-annual work programme 2006–2008

Within the negotiations for the second work programme of the European social partners it was essential for ETUC to improve the quality of both the social dialogue as such and its instruments and outcomes. This was therefore a non-negotiable demand in this round of negotiations. That is why the guiding principle can be described as a “limited but more qualitative” approach.

Multi-annual work programme 2003–2005

This work programme established by the European social partners opened up a new era for the social dialogue, as the social partners no longer merely respond to consultations by the Commission but really flesh out their own priorities to be tackled within the foreseen time frame. The work programme consists of actions listed under three main priority themes: employment, enlargement and mobility.
